ABOUT THE GENERAL AUTHORITY FOR COMMUNICATIONS AND INFORMATICS (GACI)

The General Authority for Communications and Informatics (GACI) (الهيئة العامة للاتصالات و المعلوماتية) is the principal regulatory and supervisory body for the communications and information technology sector in Libya. Established in 2021-2022 by the Government of National Unity (GNU) Council of Ministers, GACI was created to modernize the country's digital infrastructure and governance framework. The Authority is tasked with proposing laws and regulations, monitoring the sector's performance, and ensuring the availability of information and localization of technology. Its overarching mission is to contribute to economic prosperity, foster a knowledge-based society, and position Libya as a key international transit center for digital traffic across Africa. GACI's efforts are central to the nation's goal of achieving digital sovereignty.

    INTERNET GOVERNANCE AND the TRANSFER OF .ly ccTLD

    GACI holds the exclusive mandate for managing Libya's presence in the global domain name system. Following a formal request and review process, the Internet Assigned Numbers Authority (IANA) and the Internet Corporation for Assigned Names and Numbers (ICANN) approved the transfer of the country code Top-Level Domain (ccTLD) .ly to GACI.

    The transfer of the .ly ccTLD delegation, which was previously managed by the General Post and Telecommunication Company (GPTC), makes GACI the sole owner and official registry operator for the domain. This delegation grants GACI the full responsibility for the technical and policy management of the .ly domain, ensuring its stability, security, and alignment with national interests and international standards. This move is a significant step in consolidating Libya's digital assets under a single, dedicated government authority.
