Silas Ngabirano

Silas Ngabirano is an Assistant Commissioner at the Ministry of Internal Affairs, IT based in Uganda. Previously, he served as Assistant Commissioner, heading ICT Research and Development at the Ministry of ICT and National Guidance. He is an an alternate representative GAC representative for Uganda at the ICANN. He also serves as a Council Member at Makerere University and the National Council for Persons with Disabilities in Uganda.
He is currently a PhD finalist at UNICAF University, with a dissertation titled A Data Governance for the Public Sector in Uganda: A Case Study of Central Government Ministries. He holds an MSc in Data Communication and Software Engineering and a Graduate Diploma in Computer Science (both from Makerere University, Uganda), an MBA (Information Technology) from the Cyprus Institute of Marketing, and a Bachelor of Statistics (Computing) from Makerere University. Additionally, I have obtained several international professional and technical certifications, including Prince2 Project Management, ITIL, CompTIA A+ Technician, Data Governance (ITU), ICT Regulation (GSMA), and Cyber Security (USTTI), among others.
While at the Ministry of ICT and National Guidance, Silas coordinated several flagship national e-government initiatives that contributed to digital transformation in Uganda’s public sector. These include the e-Government Procurement System (e-GP), the Education Management Information System (EMIS), the Electronic Document Management System (EDMS), the Online Business Registration System (OBRS), and the Integrated Hospital Management Information System (iHMIS), among others.
He has research and professional interests in ICTs for Development, Digital Governance, and ICT Regulation and Policy.
