Registrations that are reported to be a "homonym" type registration used to perpetrate spam, phishing, fraud, or any activities deemed by the registry to be inappropriate or illegal may be removed.[2]

[edit | edit source].to allows the registration and use of Internationalized Domain Names ("IDN"). At present, .to permits domain names containing any unicode code point.[2]
