Kelly (Hyeyoung) Kang was a former Korean representative at GAC and a GAC Advisor. She is also the Manager of International Affairs at NIDA. She attends ICANN Meetings.

From 1999-2004, Kelly served as the Secretariat of Number and Name Committee at KRNIC. She was a speaker at Future Internet Forum Committee in 2007.

Governmental Advisory Committee. Considers and provides advice on the activities of ICANN as they relate to concerns of governments, particularly matters where there may be an interaction between ICANN's policies and various laws and international agreements or where they may affect public policy issues (ICANN Bylaws).
