Louis Touton was ICANN’s first employee. He served as Vice President, Secretary, and General Counsel beginning on November 1, 1999, and concluded his service in June 2003.[1]
Before ICANN, Touton spent eighteen years at the law firm Jones, Day, Reavis & Pogue (Jones Day). By 1998 he was part of the firm’s Technology Issues Practice, advising clients involved in computing and communications technologies, including the Internet.
In early May, as IANA prepared to transition from the University of Southern California’s Information Sciences Institute (ISI) to a new independent, not-for-profit organization, Zita Wenzel, a colleague of Jon Postel, circulated a request for pro bono legal assistance. Jones Day volunteered.[2] During his final eighteen months at the firm, Touton served as legal advisor to the ICANN formation effort, the registrar-accreditation and dispute-resolution policies, and the NSI/DOC/ICANN agreements.[1]
